Mitigation Action(s)
Extend potable water and sanitary sewer service into currently under-served areas. Specific projects at the time of the 2025 update include water and sewer to the Elkton area and the sanitary sewer project for Hanoverton (which would eliminate approximately 200 septic systems)
Continue testing and monitoring in the East Palestine area
Purchase generators that can provide auxiliary power to shelters and other critical facilities throughout Columbiana County
Maintain a list of sites that could be used as emergency shelters or points of distribution (PODs) throughout Columbiana County
Support rehabilitation projects as and if necessary at high-hazard dams
Construction/installation of community and residential safe rooms. Support efforts in all jurisdictions. As an immediate action item identify the code requirements for public buildings and determine whether portions of those facilities would serve the same purpose
When received from the NWS use the countywide mass notification system to push weather alerts to residents for all hazards (and particularly weather related hazards). Ensure additional notification when watches ascend to warnings
Conduct a commodity flow study to determine what materials are shipped through the county
Using a collaborative approach between preparedness partners (e.g. CCEMA CCHD) periodically push preparedness information specific to drought conditions via social media outlets
Share information provided by dam owners with jurisdictions downstream of high-hazard dams
Consider installing re-routing or increasing the capacity of existing storm drainage systems which may involve detention and retention ponds
Integrate site specific disaster mitigation issues into stormwater planning initiatives including efforts to eliminate combined sewer overflows (CSOs)

Continue storm sewer improvements throughout the city to help mitigate site specific flooding when heavy rains occur

Relocate the municipal complex to a site that is further away from the rail line than the existing facility
Encourage residents to adhere to current floodplain regulations in effect. To do this effectively the village needs a map of its current floodplain and topology
Encourage the residents of East Palestine to maintain required flood insurance
Repair the spillway on the East Palestine lake dam
Upgrade the village?s capability to notify its residents by partnering with the county on the mass notification system

Expand green infrastructure and low-impact development throughout the village. This project will first be conducted as a promotional effort (e.g. when development occurs in the village when stormwater upgrades are undertaken etc.)
